She might have sleep apnea. She will need to do a sleep study to see if she has it and there is a machine she can use to help her. Otherwise, losing weight will help too.

Yes, she could get her tonsils and anoids out. But only if she has sleep apnea. But she may bo to old for that, so she will most likely need the machine.
The first thing she needs to do is have a sleep study. She should then see a pulmonologist or neurologist that specialize in sleep. Snoring is a symptom of sleep apnea. Surgery generally only works if you know exactly where the obstruction is. For some people but generally in kids, removal of the tonsil and adenoids work. If it is because of a deviated septum, a nose job will help. It get trickier further down the airway.
Generally cpap and dental devices are more effective and certainly less painful

First, she needs to see her primary / family doctor. She needs to have a couple of tests down to determine the cause. She may have an unattended – or at home sleep study, or she may spend the night in a sleep lab.
There are different things that cause us to snore, such as Mouth breathing, The soft palate, Narrowed airways and Stage of sleep.
Once the evaluation is completed, and the cause determined, a treatment can be discussed. Depending on the cause she may be treated with medications, non-surgical treatments or maybe even surgery.
The cost will depend on your insurance and the treatment. Start with your regular doctor. Find out the tests, find out your benefits for the test. Talk with your insurance, make sure you go to a contracted provider, make sure every test is authorized by your insurance.
If you do not have insurance, the tests are expensive. But still, start with you regular doctor, he may be able to suggest some things to try at home that, if they work, eliminate the need for testing.
Your mom could need to have her adenoids removed, but then she could have a more serious condition, such as sleep apnea. Go to a General Practitioner and get a diagnosis. You can ask those other questions at that time (i.e., cost, side effects, etc.)
